On the afternoon of August 9, the "YM MOBILITY" ship of Yang Ming Marine Transport exploded at Berth No. 2 of Phase III of Beilun Second Container Terminal of Ningbo Port. According to the preliminary judgment of relevant departments, the explosive materials included tert-butyl perbenzoate and lithium batteries.

The ship was built in 2011 with a capacity of 6589TEU and served Yang Ming Marine Transport's CGX route. At the time of the incident, it was sailing from Shanghai to Ningbo and was on voyage 079W. It was scheduled to stop in Xiamen, Shekou and other places in the future. It involved HMM, HAPAG-LLOYD, YANG MING, COSCO SHIPPING, OOCL, and ONE. Multiple shipping companies shared cabins.

The Maritime Safety Administration of the People's Republic of China issued a "Warning Notice of the Maritime Safety Administration of the People's Republic of China on the Explosion Accident of the "YMMOBILITY" Ship" to all shipping-related companies on the 9th. The notice stated that in the face of the severe challenges of the safety of dangerous goods transported on board ships in the hot season, it is necessary to overcome complacency and fluke mentality and comprehensively strengthen the investigation and rectification of hidden dangers.

The notice particularly emphasizes the need to strengthen strict management of dangerous goods on board ships, especially for flammable and explosive packaged dangerous goods that require temperature control, as well as bulk solid and oil goods that need temperature control during loading, to ensure safe loading and transportation. At the same time, dangerous goods shippers must assume safety management responsibilities, take effective packaging, temperature control and other measures, and provide detailed cargo information and emergency plans to carriers.

Shipping companies need to continuously improve the safety management system for dangerous goods on board ships, strengthen booking review and safe operation management, including safety measures during navigation, berthing and operation, especially the stowage, inspection and emergency drills of dangerous goods, to ensure accurate grasp of the location of dangerous goods and corresponding emergency response capabilities. Through these comprehensive measures, we will jointly improve the safety level of dangerous goods transportation on board ships.
