1. IMPORT DECLARATION

If the consignee of imported goods or his agent (hereinafter referred to as the "importer") applies for the agreed tariff rate of the "China-ASEAN Framework Agreement" with the certificate of origin or movement certificate issued by Indonesia when the goods are imported, they shall follow the customs The relevant provisions of the General Administration Announcement No. 51 of 2016 (hereinafter referred to as "Announcement No. 51") and the General Administration of Customs Announcement No. 67 of 2017 (hereinafter referred to as "Announcement No. 67") are filling in the "Customs Imported Goods of the People's Republic of China" "Customs Declaration Form" or "The List of Entry Goods Recorded by the Customs of the People’s Republic of China", fill in "Y" in the "Attached Document Code Column" of the "Attached Documents Column", and fill in the corresponding entry in the "Attached Document Number Column" "〈02〉Certificate of Origin Number",

Fill in the correspondence between the declared commodity items on the customs declaration form and the commodity items on the certificate of origin in the "Document Correspondence Table". There is no need to fill in the electronic data of the proof of origin and the commitments of the direct transportation rules, and there is no need to electronically Upload documents of proof of origin.

If the system prompts that there is no electronic information on the certificate of origin or mobile certification, from October 15, 2020 to December 31, 2021, the importer can follow Announcement 67 and pass the "Preferential Trade Agreement Origin Element Declaration System" Enter the electronic information of the certificate of origin and the commitments of the direct shipping rules, and upload the proof of origin electronically.

From January 1, 2022, importers should apply for corresponding tax guarantee procedures in accordance with current regulations.

2. EXPORT DECLARATION

The consignor of export goods or his agent (hereinafter referred to as the "exporter") shall fill in the "Customs Declaration Form for Exported Goods of the People's Republic of China" or "Exit of the People's Republic of China Customs" Information about the origin of the Goods Filing List.

When the system prompts that there is no electronic information on the certificate of origin or the flow certificate, or when the goods are exported, the exporter fails to fill in the information on the origin of the exported goods in accordance with the requirements of Announcement 51, or the goods are exported due to changes in the certificate of origin information. If it is necessary to modify the export declaration form, the exporter shall apply to the customs to go through the formalities for the modification of the declaration form to supplement the origin information."
